2022 WIOA Performance Summer Conversation Series

About

The U.S. Department of Labor Employment and Training Administration (ETA) hosted a 2022 Summer Conversation Series targeting key performance and accountability topics.

ETA hosted two events:

  1. A conversation about Credential Attainment and Measurable Skill Gains (July 14), and
  2. A session focused on Data Integrity and Quality Assurance (August 4). 

Both events were geared toward staff responsible for Workforce Innovation and Opportunity Act (WIOA) performance reporting and accountability.

2022 Summer Conversation Series: Measurable Skill Gains & Credential Attainment

Event Description:

The conversation featured data analysis specific to MSG and Credential Attainment, best practices for successful data collection and reporting of these indicators, and frequently asked questions.

Background:

The WIOA Sec. 116 outlines the required performance indicators. Training Employment Guidance Letter (TEGL) 10-16, Change 1 describes the Measurable Skill Gains and Credential Attainment indicator definitions. ETA created additional tools such as the Credential Attainment Resource Page and Measurable Skill Gains e-Learning Module to assist grantees in collecting and reporting data for these indicators.

2022 Summer Conversation Series: Data Integrity and Quality Assurance

Event Description:

This conversation included the Quarterly Report Analysis, data validation, and special initiatives.

Background:

Data quality is a cornerstone of WIOA. Section 116 of WIOA requires the Departments of Labor and Education to establish data validation guidelines to ensure that information contained in program reports are valid and reliable. Official guidance includes: TEGL 7-18, Guidance for Validating Jointly Required Performance Data Submitted under the Workforce Innovation and Opportunity Act (WIOA) (December 19, 2018), and TEGL 23-19, Guidance for Validating Required Performance Data Submitted by Grant Recipients of U.S. Department of Labor (DOL) Workforce Programs, (June 18, 2020). States were asked to address their data validation processes in the Annual Performance Report Narrative, as outlined in TEGL 5-18, Workforce Innovation and Opportunity Act (WIOA) Annual Statewide Performance Report Narrative (November 7, 2018).

ETA developed the Quarterly Report Analysis (QRA) technical assistance tool to support grantees’ data validation efforts by identifying areas in their reported data that may require additional attention or correction.  ETA first launched the tool in July 2020. Currently, many states voluntarily participate in the pilot by sharing feedback with ETA regarding the potential areas of concern identified in the QRA.

Data quality and assurance is not limited to required data validation and many states have expanded opportunities to review their data, and ETA continues to feature various data analytic and informational tools on our website at www.dol.gov/agencies/eta/performance/reporting to support data integrity efforts.
