This reference guide provides a high level overview of some of the key requirements that the Workforce Innovation and Opportunity Act (WIOA) applies to states with respect to the state list of Eligible Training Providers (ETP list).

This guide provides basic information on how WIOA pays for training, what ETPs/the ETP lists are, what is meant by “program of study,” what the ETP performance reporting requirements are, exceptions for Registered Apprenticeship, and ETP eligibility requirements.
